Just Passing Through
Well I suspect the signal lights were anything but solid red, for this west bound freight to be passing through the lights.
You know the meaning of a red light - red means stop or danger. However a red signal on railways does not necessarily mean stop, not if it is used in a combination with other colors, although it does convey a warning to the engineer that future action is required.
So if you happen upon lights bordering a rail line such as the lights bordering this rail line in my photo, a combination of red, yellow, green and flashing lights control the safe passage of trains over Canada's national rail system.
